Quebec Programs

The province of Quebec has a special agreement on immigration with the Government of Canada. The province has its own rules for choosing immigrants who will adapt well to living there. Therefore, to immigrate to Quebec and receive a Canadian permanent resident visa, applicants must pass both levels of government acceptance: selection and admission.

The economic immigration class includes skilled workers, self-employed, investors and entrepreneurs

Immigrating to Quebec is a two-step process. First, the candidate applies for a Certificat de sélection du Québec (CSQ) from the Quebec government. The CSQ is a Quebec document that proves that the applicant has been assessed and accepted for immigration by the provincial government. Second, the applicants use this CSQ to submit their profile to become a permanent resident to IRCC. IRCC verifies the eligibility of immigrants (health, security and criminal background check) and issues permanent resident visa and grants citizenship.
